Dr. Peter Linneman was the keynote speaker at Northern Virginia NAIOP's 29th Annual Luncheon. He is a nationally recognized economist whose specialty is the real estate industry. Known as a visionary throughout the industry, Linneman wears multiple hats. Through his company, Linneman Associates, he provides financial and real estate strategic planning. He is the Chief Economist for NAI Global - Commercial Real Estate Worldwide, as well as the Chief Executive Officer of the American Land Fund, a private real estate acquisitions fund. He serves on the boards of several publicly traded real estate related companies including JER Investors Trust (commercial real estate finance), Equity One, Inc. (shopping centers) and Bedford Property Investors (industrial and suburban office). He may be best recognized for his affiliation with the Real Estate Department at the University of Pennsylvania's Wharton School of Business, where he was the founding chairman and currently is the Albert Sussman Professor of Real Estate, Finance, and Public Policy.
Dr. Linneman's depth and understanding of the real estate industry will help prepare you for the months ahead. He will take questions from the audience, so come prepared.

For the past two years, Northern Virginia NAIOP members have worked with representatives of George Mason University to create the Center for Real Estate Entrepreneurship (CREE), a project initiated by our chapter. The proposal was recently submitted to the State Council of Higher Education in Virginia seeking approval for a Master's in Real Estate Development. Classes are scheduled to begin at Mason in the Fall of 2009. In addition to a Master's degree, Mason will also offer certificates in various real estate related topics.
On Tuesday, November 18, NAIOP members and employees of NAIOP member companies had a are box lunch session with Mark Hassinger (WestDulles Properties, Inc.), Jon Peterson (The Peterson Companies), and several officials from Mason. The lunch covered information about the educational opportunities that will be offered at Mason through the Center for Real Estate Entrepreneurship.

Northern Virginia NAIOP hosted a luncheon program focused on achieving a new level of sustainability in existing buildings. Much of the focus of 'environmental and energy sustainability' has been on new construction and development. However, existing buildings make up the majority of the region's commercial property inventory.
Attendees heard how the increased cost of energy, public policy actions toward sustainability, and tenant demand for 'green' space is putting an increased challenge on older buildings to be competitive. It was explained that there are many steps and options available to property owners looking to bring 'sustainability' to their properties. First and foremost is to understand the current building operating systems and determine what can be improved. Each building and building type will have a unique solutions based on the evaluation. The many ideas and solutions are outlined in the speaker presentations. Attendees to the event walked away knowing more about how sustainability is important and can be applied to their existing building inventory.

Northern Virginia NAIOP Members had lunch on Wednesday, October 29 with Fairfax County Executive Tony Griffin at The Tower Club in Tysons Corner.
With a population of over one million people, Fairfax County is larger than eight states and the District of Columbia. The county's annual budget is over $3 billion. As the County Executive, Mr. Griffin is responsible for the day-to-day operation of the county and serves at the pleasure of the Board of Supervisors. He carries out the policies established by the Board of Supervisors, directs business and administrative procedures, and recommends officers and personnel to be appointed by the Board. Mr. Griffin has served in this capacity since November 1999. He joined the County in 1989 when he was appointed to the position of Deputy County Executive for Planning and Development and oversaw the areas concerning zoning, public works and public safety.
The majority of the conversation focused around the fiscal condition of the Fairfax County Government and what this means for the remainder of 2008 and into 2009 and 2010.
Monday, September 15th was a perfect day for golf. The humidity was low, there was a slight breeze and sunny skies as 124 NAIOP members and guests teed off at Creighton Farms Golf Club in Aldie, Virginia. This beautiful new course which is managed by the Ritz Carlton offered spectacular views and tricky holes. Fore caddies sped the play along and offered just the right advice to golfers seeking to birdie the hole. The general consensus of the crowd was to come back again next fall.
Between the sale of mulligans and the sales on the 'skirt' hole, the event raised $3055 for the Fairfax Police Motor Squad Training fund. Thanks for your contributions!

On Thursday, July 24 Northern Virginia NAIOP held their annual Mid-Year Forecast. Speakers from a range of disciplines discussed the future of their specific industry groups.
Our real estate experts included moderator Jim Lee of Opus East who posed questions and presided over an interactive discussion. Michael J. Sleece of Wachovia, focused on the debt markets and challenges faced by the financial industry. Jim Davis of James G. Davis Construction Corporation commented on construction costs while Bill Collins of Cassidy & Pinkard Colliers offered his perspective on investment sales and the capital markets. Chip Akridge of Akridge provided a developer's unique global and national perspectives and Doug Carter of Davis Carter Scott spoke about the 'State of Architecture' in these changing times.
This forecast provided an accurate hands-on assessment for those with an interest in the outlook, near and far, for commercial real estate.

Northern Virginia NAIOP Members had lunch on Thursday, June 26 to discuss the Tysons Corner Land Use Task Force. The Task Force is finalizing its recommended revisions to the Tysons Corner Comprehensive Plan which anticipates the arrival of rail through Tysons and out to Dulles Airport and Loudoun County. The recommendations and ultimate changes approved by the Board of Supervisors will significantly affect the future of Tysons Corner and the interests of many property owners.
This lunch was an opportunity for NAIOP Members to learn more about the direction that the recommendations are headed. Presentations on the Task Force work were made by NAIOP members, Stu Mendelsohn, a partner at Holland & Knight and a former Fairfax County Supervisor, and Keith Turner, a Senior Vice President at WEST*GROUP. Turner chairs the Transportation Subcommittee of the Task Force and Mendelsohn has been an active participant on the Implementation Subcommittee of the Task Force. Both of these areas are critical to the successful transformation of 1,700 acres of Tysons Corner into a vibrant, 24-7, urban downtown. Members learned about what is envisioned and how it will become a reality.

On Wednesday, June 18, Northern Virginia NAIOP's luncheon program focused on the Virginia Department of Transportation (VDOT) I-95 and I-495 HOV/Bus/HOT lanes project. Ronaldo (Nick) Nicholson, VDOT's regional transportation director for the HOV/Bus/HOT lanes megaproject, was the featured speaker. ING Clarion Partners hosted the luncheon at 2980 Fairview Park Drive, which provided an excellent view of the Beltway.
Under a public private partnership, Capitol Beltway Express LLC, will build two HOV/Bus/HOT lanes in each direction from Springfield to just north of the Dulles Toll Road. The project includes adding carpool ramps from the I-95 HOV lanes to the Beltway HOV lanes. The project is expected to begin in the spring of 2008 and to be completed by late 2012. Fluor-Transurban has proposed a separate project which would add an HOV/Bus/HOT lane to the I-95/I-395 HOV lanes and build two new HOV lanes on I-95 between the Route 234 and Massaponax exits. This project could begin in 2009.
For both projects, tolls will be based on demand and will vary throughout the day according to real time traffic conditions. This will manage the number of cars in the HOV/Bus/HOT lanes and keep them free of congestion. The project is designed to provide congestion relief to all drivers, keep traffic moving on the Capitol Beltway, and reduce cut through traffic on neighborhood streets.

Northern Virginia NAIOP Members had lunch on Wednesday, May 21 with Scott York, Chairman of the Loudoun County Board of Supervisors. Mr. York is serving his third term as chairman. He was a key player in the passage of the county's revised Comprehensive Plan and Remapping/Zoning Ordinance amendments implementing 'Smart Growth' in Loudoun. He has a long history of involvement in Loudoun's economic development and currently serves on the Board's Economic Development Committee. Mr. York also represents Loudoun on the Northern Virginia Transportation Authority.
The discussion covered a wide range of issues such as the implementation of the 2007 ZORC changes, the economy, and the Countywide Transportation Plan.

The nationally acclaimed Northern Virginia NAIOP Bus Tour was on held May 1st. The 2008 Northern Virginia NAIOP Bus Tour focused on areas outside the Beltway. The tour started in the Herndon/Dulles area with the morning part of the tour covering the Route 28, Route 50 and western Prince William County submarkets such as Innovation Center and Heritage Hunt. In the afternoon, the tour covered Route 28 North, Route 7 West, Dulles, Herndon and Reston. Over 450 people participated in this exciting opportunity to learn all about the market and what is approved, under construction and ready for occupancy.
Prior to the buses leaving, there was a fantastic Bus Tour Tradeshow. This was a great opportunity to network and see exhibits from key projects and consultants in the market.

On Friday, April 11, 2008 Northern Virginia NAIOP hosted a luncheon program focused on the emergence of Reston Heights. Currently under development by The JBG Companies, Reston Heights will be a unique 35 acre mixed-use development fronting the Dulles Toll Road and Reston Parkway. Upon completion, Reston Heights will feature LEED Silver certified office space, high-end luxury retail, up to three hotels, and residential living including workforce housing.
The program speakers discussed the vision and challenges of the Reston Heights project including the entitlement process, transportation issues, design strategies and marketing.

Doug Palladino of RTKL Associates Inc. discussed the architectural issues and Ray Doyle of KlingStubbins examined the engineering design challenges. Each reviewed their discipline and examined the advantages of BIM.

Northern Virginia NAIOP held their Annual Forecast on Thursday, February 7, 2008 for an informative look back at 2007 and a forecast of the performance, challenges and opportunities for commercial real estate during the coming year.
Bruce Mosler, President and Chief Executive Officer of Cushman and Wakefield, provided unique global and national perspectives. Audrey Cramer, Vice Chairman, and Dave Millard, Senior Director, of Cushman and Wakefield added observations on the local markets. The program had "something for everyone" that has an interest in the outlook for commercial real estate nationally as well as in the Washington Metropolitan Area and Northern Virginia submarkets.

Northern Virginia NAIOP held a Network Luncheon on Thursday, January 17, 2008 for a program on the impact of BRAC (Base Realignment and Closure) at Fort Belvoir and the resulting emergence of Springfield as a new hub for private and public sector development. Our Panelists provided guests with information about the plans for Fort Belvoir and the National Geospatial-Intelligence Agency (NGA), private-sector development in the Springfield area, and the impact of BRAC and commercial development on Fairfax County and the region.
The speakers engaged the audience with their diverse perspectives and direct knowledge of the planning for Fort Belvoir and the future development which will affect the growth of this expanding market. Colonel Rossi provided a detailed overview of Fort Belvoir/NGA. Jon Kaylor presented Boston Properties development plans for Springfield. Gerry Connolly focused on the impact on Springfield and Fairfax County. John Robinson moderated this comprehensive, in-depth discussion and analysis of the impact of BRAC.
